Guan was born in Yangjiang County, Guangdong Province, China, in 1941; he was a senior painter of the Guangzhou Academy of Painting, a member of the China Artists Association, and a director of the Guangdong Branch of the China Artists Association. He also served as the Dy Secretary General of the Oil Painting Research Association. After immigrating to the US, he became an artist for an American gallery and a member of the American Portrait Artists Association. His paintings have been exhibited and acquired by art lovers in many countries. In 1997, his works were exhibited for the first time at the International Art Exhibition at the World Trade Centre in Singapore. They were popular with collectors.
